Here's an example of MurderNetworks, formerly 187ci (a cheating-hacking clan), idiocy.
There's a reason why MN admins hide their names when they ban players. If you see language such as "cheap-killing enemies" or "freekilling", you are dealing with incompetency and idiocy.
MN has 7,482 bans for "freekilling", of which about 200 is for their Insurgency Mod dust2 server. In case you never had the pleasure of playing on MurderNetworks (formerly 187ci) servers, you probably don't know their definition of "freekilling" -
"Freekilling" - killing MurderNetworks admins or their friends.
Interestingly, "freekilling" bans start about January 2012, right about the time "Doctor_Eclipse" AKA "Charles", former EGO admin [STEAM_0:0:27632037 (76561198015529802)] joins MN.

Check the INS administration part of the forum , But Doctor_Eclipse & P@RRY are pretty much the only admins there.
As for an INS leader, I haven't seen the leader since forever.

HEAT is the leader (Doctor_Eclipse is co-lead and in-game right now) and as far as I know, he is pretty active. At least, he was on when I randomly joined the other night. Other admins: P@RRY XPrecisionX Maybe more but I've been gone because of school for the past month. I applied to be an admin but wasn't allowed because I haven't recruited anyone, despite both leads saying ok. Finding someone I both like and has a mic is difficult. :/ EDIT: What is WRONG with this formatting? Holy crap.
