I might be completely wrong regarding this, but IIRC, back in the summer of 2007, Insurgency Mod 1.0 was distributed through gamespot.com (?) and there was a lot of complaining because gamespot.com (?) sucked back in 2007.
Fingers crossed, New World Interactive gets a deal with Steam with pre-loading and the rest of the works, at least one can tolerate DRM if there's a friends list that goes along with it...
